The purpose of these guidelines is solely to protect young people aged 13, 14 and 15 from harm. The question of compliance with the law is a separate issue and is not addressed by these guidelines. This resolution recognized that conflict-related sexual violence is a threat to peace and security, and that Member States affected by conflict need assistance to address impunity in order to prevent and deter future violations.
